To acheive what I see on the screnshot, there are several ways...
Why not keep it very simple and by using Elementor by example, just add a 3 columns row with background image + button widget (play button) + add to cart button on each of your 3 columns?
If you want to have something more dynamics, then you will need to play with third party widgets such as slider revolutions or essential grids and connect it to custom fields..that can be much more tricky.

I struggle a lot customizing 3rd party theme for my needs so I already thinking about buy your whole theme, not just elementor addons.
What theme:
1) can have functionality like on the pic attached?
2) woocommerce friendly?
3) has random dynamic product displaying?
P.S. Gee I wish I knew all those restrictions in customizing themes and how hard it goes...

I tried what you suggested and the only thing that is ugly is play button I make doesn't toggle to pause.
Could you suggest some plugins or css to fix this?
Unfortunately Elementor does not have toggle yet so toggle button with Elementor is not currently possible.
What you can do is develop your own JS button, but that might require advanced JS knowledge.
