On desktop, you can "hover it" to unveil the sub-menu as well as to "click it" and link to somewhere. On mobile however, there is no hover technically possible so you'll need to click it to unveil its sub-menu.
That being said, if you want to use sub-menu items on mobile, we don't recommend to link its parent item to a link because it won't redirect on mobile. It will rather unveil the sub-menu.
So perhaps you will want to reorganize your menu structure by example:
- CONTACT (link to nowhere or #)
_ Contact Me (link to your contact page)
_ Soul to Soul Signup (link to Soul to Soul Signup page)

on the MOBILE MENU:
I have:
CONTACT - links to Contact Page
- Soul to Soul Signup - links to Soul to Soul Signup Page
On MOBILE MENU ONLY,
the CONTACT button is NOT linking to the Contact Page
ONLY the sub-item, "Soul to Soul Signup" is clickable and linking to it's page
I need BOTH the CONTACT menu item AND the sub-menu item to link to their respective pages.
This IS working on Table and Desktop.
Can you help me with this please?
